Historically this program has provided a process and funding for transferring existing private roads into Commonwealth (VDOT) maintenance. However, Commonwealth funding for this program has diminished significantly. Unfortunately, the fund balance is not expected to be large enough to support a project until the year 2050.

Roads that are 100% privately-funded and meet certain requirements, may be eligible for acceptance into the secondary state highway system, outside of the Rural Road Addition Program. Please contact the Public Works & Facilities office at (757)-787-1468 for additional information.
